No bills have yet been tabled, but the meeting has sparked heated debate

FRANKFORT, Ky. (WTVQ) – The likelihood of needing an air ambulance is rare. However, many Kentuckians take the cost of this service into consideration.

Thousands of Kentuckians have air ambulance subscriptions to pay for remaining costs that health insurance does not cover. During today’s Interim Joint Committee on Banking and Insurance meeting, Rep. Deanna Frazier, R-Richmond, spoke about how she thinks these subscriptions need more oversight.

“These memberships are products that transfer an unknown amount of risk from the policy holder to the air ambulance company in exchange for a premium payment,” Frazier said. “Why aren’t these policies regulated like insurance? “

Frazier added that she was not seeking to ban air ambulance subscriptions. Instead, she wants to ensure consumer protection.

“It is time that we take a close look at these policies and provide Kentucky consumers with the necessary protections against predatory policies and marketing tactics,” Frazier said.

Frazier also asked whether or not air ambulance subscriptions will be required once the federal surprise law goes into effect on January 1. This federal law will prohibit surprise medical bills for patients receiving emergency care from off-grid providers at in-network facilities. Patients will only be responsible for paying their copayments and deductibles.

Chris Brady, general counsel at Air Methods Corporation, an air ambulance company, testified alongside Frazier. Air Methods does not offer subscriptions to air ambulance members. Instead, Brady said the company is working with insurance companies to make sure its services are covered as a network service.

Brady said Air Methods would like state regulation of air ambulance subscriptions to be a form of additional insurance.

Representatives from Global Medical Response’s Air MedCare network and Air Evac Lifeteam testified against state regulation of services.

Jason Monday, national director of field sales for Air MedCare Network, said the subscriptions offered by his company and other Global Medical Response (GMR) companies are not the same as supplemental insurance.

On Monday, GMR signed contracts with several insurance companies, including Anthem Blue Cross Blue Shield, where services are considered networked and more than 80% of its services are covered by some insurance companies. For those who have a GMR subscription, the remaining balance is paid in full.

Monday also said that existing laws and court cases already establish air ambulance subscriptions separate from insurance.

During the discussion, Representative Tom Smith, R-Corbin, said his constituents were happy with their air ambulance subscriptions.

“I don’t see where we’re going to benefit as lawmakers to bring oversight to a problem that doesn’t exist,” Smith said, adding that he understands that those in favor of oversight are arguing that there is has a problem and is ready to listen.

As of Tuesday afternoon, no lawmaker had tabled an air ambulance bill for the 2022 regular session. Lawmakers cannot act on any bill until the legislative session begins on January 4.

The YMCA of Greater Brandywine is proud to continue its Grade 7 initiative, which offers any Grade 7 student in Chester County a free one-year Youth Membership. Antonio and Maria Martinez were the first to line up at a pop-up vaccination clinic Monday at the Edge Fitness Club in Williston, where people could get vaccinated by either Pfizer or Johnson & Johnson.

“Take off the mask and be free again,” Antonio said.

“And also to help the governor hit the numbers,” Maria said.

The clinic was a partnership between Shaws and the Vermont Department of Health to reach people who had not yet received a dose. Edge CEO Mike Feitelberg said young Vermonters are a key part of the clinic.

“We have so many programs for young people, so many children who come here, we are already seen as this place where young people and family come,” he said. “So we thought it would be a good opportunity to help capture that market for the state and to be able to help our members and the state achieve that goal.”

People of all ages walked away with more than a vaccine in their hands. The Edge also offers a free one-month membership to anyone who has had the hang of it. This is an added bonus for those who just feel grateful to be vaccinated.

As of May 29, Rockland residents over the age of 18 can become members of the CMCA with proof of a Rockland mailing address. Rockland’s free membership program has three levels of membership available – artist, individual, or household – offering benefits for individuals and families including free unlimited entry to exhibitions, free entry to artist conferences and gallery events, subscription to the CMCA e-newsletter, discounts on ArtLab camps and workshops, discounts on event tickets and a 10% discount in the CMCA gift shop. Rockland’s free membership program extends to other free CMCA community outreach programs that serve the Midcoast region, including ArtLab, which offers free monthly art for people of all ages, and Arts @ Work , an arts-based mentorship program serving high school students. E-commerce platform Amazon has stopped offering a monthly Prime subscription in India. According to his update the support page, the e-merchant will only offer three-month and annual Prime subscription benefits. The new rules adhere to a warrant issued by the Reserve Bank of India (RBI). They have been effective since April 27.

“As of April 27, 2021, we have temporarily suspended: (i) the registrations of new members for Amazon prime Free trial and (ii) new member registrations for the monthly Prime membership until further notice, ”the company says on its support page.

The cost of the Amazon Prime subscription starts at Rs 129 per month. While the three month and annual subscriptions cost Rs 329 and Rs 999 respectively. With the new RBI mandate, the Rs 129 pack will no longer be available. Users will have to choose from the Rs 329 and Rs 999 Prime subscription plans. Amazon has also suspended free trials.

The new RBI mandate requires banks and financial institutions to implement an Additional Authentication Factor (AFA) in order to process recurring online transactions. RBI has set September 30 as the deadline for its implementation. In its support page, Amazon says that as of April 1, 2021, banks may no longer be able to process new requests for automated payments on your credit / debit cards.

However, they can “continue to enjoy the benefits of the Prime membership by renewing / signing up for the three-month or annual Prime membership”.

In accordance with RBI guidelines, transactions up to Rs 5,000 will require AFA authentication. The original deadline for the implementation of the framework was August 2019. But it has been extended until September 30, 2021.
